Dragoș-Valentin Neacșu has been a non-executive, independent director of SE Electrica SA since April 28, 2021, a member of the Strategy and Corporate Governance Committee since May 2023, initiator and Chairman of the Climate Governance and Public Policy Committee from January 2023 to May 2025. Starting in May 2025, he is Chairman of the Audit and Risk Committee.
In parallel, Mr. Neacșu is CEO of the GS1 Romania Association, part of an international federation comprising 118 national non-profit associations, engaged in developing and promoting standards for coding, serialization, and traceability in business communication.
Mr. Dragoș Neacșu has extensive professional experience in investment management and financial markets, covering the entire issuer–intermediary–institutional investor value chain. This includes serving as an independent member of the Exchange Council, member of the Audit Committee, and Chairman of the Appeals Committee of the Bucharest Stock Exchange S.A. from February 2020 to February 2024. From September 2008 to October 2019, Mr. Neacșu held the position of Chief Executive Officer, Chairman of the Executive Board of SAI Erste Asset Management SA, after previously serving as Director of Financial Services at Deloitte Consultanță SRL. Between February and September 2005, he was State Secretary and Head of the State Treasury within the Ministry of Public Finance. From July 1998 to February 2005, he was President – Chief Executive Officer of the brokerage firm Raiffeisen Capital & Investment S.A.
Other relevant non-executive positions held: Member of the Board of EFAMA (European Fund and Asset Management Association, 2013–2016), Romania’s representative in multilateral financial institutions (Council of Europe Development Bank – CEB, Black Sea Trade and Development Bank – BSTDB), Vice-President and later President of the Board of Directors of the Romanian Fund Managers Association (AAF, 2008–2016), founding member and Vice-President of the Board of Directors of the Private Pension Funds Association (APAPR, in 2004), Member of the Supervisory Board of BCR Pensii, Private Pension Fund Management Company S.A. (2009–2019), Member of the Board of Directors of CEC Bank S.A. (2005–2006), Member of the Exchange Council (2001–2004), member of the first Board of Directors of BVB SA after demutualization (2005), as well as Independent Non-Executive Member of the Board of Directors of FINS I.F.N S.A. (2018–present), Member of the Board of Directors of the Romanian Business Leaders Foundation (2017–2023), and member of the Board of the “Merito” project (2017–present).
He is part of the first generation (1994–1995) of the Romanian-Canadian MBA program, launched in cooperation between the Canadian universities UQAM and McGill and the Bucharest University of Economic Studies, and is a graduate of the Bucharest Institute of Construction (currently the Technical University), class of 1989.
